Following are the guidelines set forth by the Philippine Commission on Elections (COMELEC) for qualified registered Overseas Voters to be able to vote in Embassies or Consulates with either manual or automated personal mode of voting:
1. The Overseas Voter shall manifest his/her intention to vote in writing from 10 April 2022 to 30 April 2022 before the Philippine Embassy. See attached template for the
Manifestation of Intent to Vote in Another Post (MIVAP) for this purpose.
2. The Overseas Voter shall attach to the MIVAP a clear copy of his/her Philippine passport or any competent document to prove his/her identity.
3. The Embassy shall immediately verify with COMELEC the registration status of the applicant Overseas Voter while observing the provisions of the Philippine Data Privacy Act of 2012. The verification process will take place within 48 hours upon receipt of such communication by the COMELEC's Office for Overseas Voting (OFOV).
4. If the Overseas Voter is verified as ACTIVE, the OFOV shall issue the corresponding authority to the Special Board of Election Inspectors (SBEI) of the Embassy allowing the active Overseas Voter to vote at the Embassy or field/mobile voting locations. But if said Overseas Voter is not registered or has been deactivated, he/she shall not be allowed to vote.
5. The SBEI shall notify the concerned Overseas Voter of the approval or disapproval of his/her application using the template provided by COMELEC.
6. The Overseas Voter shall sign the List of Voters with Voting Records (OVF No. 2-A) where his/her name shall be written manually, with proper annotation, by the SBEI before he/she is allowed to cast his/her ballot.
