2010 Foreign Service Officer (FSO) Examinations


The Board of Foreign Service Examinations, pursuant to provisions of the Foreign Service Act (R.A. 7157) of 1991 and the Revised Administrative Code of 1987, announces the holding of the 2010 FOREIGN SERVICE OFFICER (FSO) EXAMINATION to recruit candidates for appointment to the position of Foreign Service Officer, Class IV.

The FSO Examination is composed of 5 parts: (1) Qualifying Test; (2) Preliminary Interview; (3) Written Test; (4) Oral Test; and (5) Psychological Test.

The Board of Foreign Service Examinations will conduct the Foreign Service Examinations on the following dates:

Part I - FSO Qualifying Test - 28 March 2010
Part II - Preliminary Interview - 5-6 June tentative)
Part III - Written Test - 9,10 &11June (Tentative)
Part IV - Oral Test - 13,14 & 15 October Tentative)
Part V - Psychological Test - 22-26 Nov. (Tentative)

The testing centers for the Qualifying Test are in Baguio City, Cagayan de Oro City, Cebu City, Davao City, Iloilo City, Legazpi City, Quezon City, San Fernando City (Pampanga), and Zamboanga City. Tests are also held in Dubai, United Arab Emirates; Vienna, Austria; and Washington, D.C., U.S.A.

Candidates must obtain a passing grade of at least 80% in the Qualifying Test in order to qualify for the Preliminary Interview.

All completed application forms must be submitted in the Philippine Embassy not later than 5 FEBRUARY 2010. Incomplete requirements WILL NOT be accepted.

LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS

The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026. This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.  The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:
