ASSISTANCE-TO-NATIONALS (ATN)
The Assistance to Nationals (ATN) Section of the Philippine Embassy responds to urgent requests for assistance made by distressed Filipino individuals or groups, handled on a case-by-case basis, in coordination with relevant government agencies and other authorities. However, following the creation of the Department of Migrant Workers and the enactment of Republic Act No. 11641, and effective 01 January 2024, ATN concerns of all Overseas Filipino Workers (OFW), whether documented or undocumented, shall be handled by the Migrant Workers Office (MWO)-Seoul. Similar concerns of individuals who do not fall within the definition of an OFW, such as immigrants/permanent residents, marriage migrants, students and tourists, remain within the mandate of the Philippine Embassy.
Services rendered by the Embassy’s ATN Section include, but are not limited to:
- Assistance in facilitating repatriation to the Philippines, including representations with the Korea Immigration Service and airline companies and other relevant agencies
- Assistance in Philippine Passport or Travel Document applications of Overseas Filipinos facing deportation or undergoing voluntary departure
- Assistance in the application for Certificate of Registration (Embassy ID)
- Assistance to hospitalized, distressed and indigent Overseas Filipinos
- Facilitation of repatriation of remains of deceased Overseas Filipinos, including necessary documentation
- Pre-Departure and Post-Arrival Orientation to Filipino marriage migrants and their children, in collaboration with the Commission on Filipinos Overseas and other relevant institutions
- Assistance to victims of human trafficking and other crimes
- Monitoring of court cases under the purview of the Embassy’s ATN Section
- Assistance in locating missing Filipino nationals
- Notification and assistance to detained or arrested Filipino nationals, including jail visitation, handled by the Embassy’s ATN Section
- Basic translation/interpretation assistance for Overseas Filipinos in cases handled by the Embassy’s ATN Section
- Coordination with non-government organizations and government agencies providing legal and welfare support as well as counseling and consultation services to migrant Filipinos

EMBASSY ID
The Philippine Embassy launched a new and improved individual Certificate of Registration, or more popularly known as the “Embassy I.D.”, on 01 May 2024. It is now in a PVC-type format and will feature electronic capturing of photo and signature of the applicant. Filipino nationals residing, working, and studying in South Korea are encouraged to register with the Embassy for ease in communication in times of emergency. Filipinos who are staying in Korea for a continuous period of at least three (3) months or more may likewise wish to avail of this service.

VIDEOCONFERENCING HEARING
Procedure to Request for Videoconference Hearing at the Embassy
- Accomplish the application form (see Downloads Section) and submit the same by email to the Philippine Embassy in Seoul at atn@philembassy-seoul.com and copy furnished the Office of Treaties and Legal Affairs, DFA, Manila (otla@dfa.gov.ph, div4@dfa.gov.ph).
- Upon submission of the application form, the Philippine Embassy will confirm by email the acceptability of the date and time of the proposed hearing date. Only upon securing an appointment with the Embassy should the applicant/counsel proceed with the filing of a Motion in Court to issue the Order for the date and time of the videoconferencing hearing.
- A copy of the Court Order confirming the videoconferencing hearing and date must be submitted to the Embassy by email at least three (3) days and ahead of the scheduled hearing.
- The party/witness/counsel is advised to pay the fee charged by the Embassy for the use of the space under the Department of Foreign Affairs’ Department Order No. 2021-18 dated 26 November 2021 before the actual hearing takes place. The rates vary depending on the availability of the area to be used and the number of persons appearing, as follows:

- During the hearing date, the party/witness should bring the following:
- Appropriate identification cards (Alien Registration Cards/National ID) or passports for identity verification. Korean nationals are required to submit their passports with their names written in English;
- Copy of the Court Order to be presented to the Embassy personnel who will assist in the hearing;
- Own laptop with a pre-installed software duly approved by the trial court hearing the case;
- Portable internet connection; and
- Other Audio equipment (if necessary).
- Participants to the hearing are also required to abide by the Embassy’s security and safety protocols. Only those whose names are required to appear at the videoconference hearing under the Court Order shall be allowed entry at the Embassy.
- The Philippine Embassy reserves the right to deny requests if the same does not conform with the reservations or limitations set by the Republic of Korea on the conduct of videoconferencing hearing.
