APPLICATION FOR THE WOOJUNG EDUCATION AND CULTURE FOUNDATION (WECF) SCHOLARSHIP FOR THE 2ND SEMESTER 2023


The Philippine Embassy in Seoul wishes to inform the Filipino Community in Korea that the Woojung Education and Culture Foundation (WECF) is offering a scholarship to two (2) student candidates from the Philippines who are currently enrolled in a regular, masters or doctoral course in a university in Korea.

The aim of the Woojung Education and Culture Foundation is to assist foreign students who are studying in Korea.



The Embassy will only accept applications until Monday, 17 July 2023, 4:00 p.m. to meet the WECF application deadline on Thursday, 20 July 2023.

I. Woojung Education and Culture Foundation Scholarship (WECF) qualifications:

- A foreign student studying in Korea who are looking for financial support for tuition fee and living cost
- A student who has acquired over 80 points score (equivalent to a B grade) of academic records as a full time student in a Korean university
- A student with good manners
- A student with no government scholarship or other scholarship.

II. Checklist of requirements and forms:

1. Application form: 1 portrait photo needed
(Complete both in English and Korean)
Address in Korea should be written in Korean because the foundation might send the certificate via post mail.
2. Recommendation letter from Professor or Dean
3. Certificate of Admission
4. Certificate of Enrollment (Original Copy)
5. Transcript (Original Copy) - If you have finished your coursework, and are working on your thesis, please submit the previous transcript and submit the confirmation form for faculty advisor on a student's thesis schedule.
6. Self-Introduction (Limitation: 1 page only) (Complete both in English and Korean)
7. Study Plan for 2nd semester of 2023 (Limitation: 1 page only) (Complete both in English and Korean)
8. Copy of Bank Account with Account Number (In order to wire the scholarship to recipients)
9. A mandatory interview will be conducted on Wednesday, 26 July 2023 at 42, Sejong-daero, 9-gil, jung-gu.

Please submit your applications on or before Monday, 17 July 2023 to Mr. Anthony Cornista, Cultural Officer at the Philippine Embassy, 80 Hoenamu-ro, Yongsan-gu, Seoul 04346.

LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS

The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026. This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.  The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:
