FOREIGN SPOUSES, PARTNERS OF PREGNANT PH NATIONALS, MINOR CHILDREN, AND PARENTS OF PHILIPPINE NATIONALS MAY APPLY FOR VISA TO ENTER THE PHILIPPINES


The Philippine Embassy in Seoul wishes to inform the public that pursuant to the Inter-Agency Task Force on Emerging Infectious Diseases (IATF- EID) Resolution No. 60 dated 30 July 2020, the following foreign nationals are included among those exempt from the temporary suspension of visa issuance:

1. Foreign spouses of Philippine nationals;


2. Foreign minor children and foreign children with special needs, regardless of age, of Filipino nationals; and
3. Foreign parents of minor Filipino children and of Filipino children with special needs, regardless of age.

To apply for a temporary visitor's visa or 9(a) visa, the aforementioned must submit the following documentary requirements in addition to the prescribed requirements for the issuance of a 9(a) visa:

• Original PSA marriage certificate (for foreign spouse of Filipino national) or original PSA birth certificate (for foreign parent of minor Filipino child), as the case may be;
• Original Korean family registry;
• Documentary proof on the citizenship of the Filipino spouse or Filipino minor child (e.g., PH passport, birth certificate); and
• Other documentary proof establishing the relationship between the foreign national and the Filipino spouse or Filipino minor child.

In addition to the above, the Embassy may also accept and evaluate requests for exemption from the temporary suspension of visa issuance of foreign partners of pregnant Filipino nationals, on humanitarian grounds, subject to the submission of the following, in addition to the prescribed requirements for the issuance of a 9(a) visa:

• Medical certificate on the pregnancy of the Filipino national;
• Duly-notarized affidavit executed by the foreign national that he is the partner of the pregnant Filipino national (and father of the unborn child), and that they have been in a relationship even before the COVID-19 pandemic;
• Other documentary proof establishing the relationship between the foreign national and the pregnant Filipino national; and
• Documentary proof on the citizenship of the pregnant Filipino national (e.g., PH passport, birth certificate)

The abovementioned foreign nationals who wish to enter the Philippines may apply for the appropriate Philippine visa from 10 a.m. to 12 p.m., on Sundays, Tuesdays, and Thursdays, except public holidays. Please be reminded of the following: (1) the aforementioned foreign nationals still need to present the pertinent supporting documents to the Immigration Bureau upon arrival in the Philippines; and (2) a visa does not guarantee entry into the Philippines. END

LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS

The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026. This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.  The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:

The Philippine Embassy in Seoul joins the celebration on the Protection and Gender-Fair Treatment of the Girl Child Week, or “Girl Child Week” from 22-28 March 2026. In accordance with Proclamation No. 759, March 6, 1996, the fourth week of March is celebrated as “Protection and Gender-Fair Treatment of the Girl Child Week”.  The observance also complements the annual National Women’s Month Celebration every March.
