GUIDELINES FOR ACCREDITATION OF FILIPINO COMMUNITY (FILCOM), NON-GOVERNMENTAL ORGANIZATION (NGO), OR CIVIL SOCIETY ORGANIZATION (CSO) IN CONNECTION WITH THE CONDUCT OF THE 2019 OVERSEAS VOTING


The Philippine Embassy in Seoul wishes to inform the public that the Commission on Elections (COMELEC) issued Resolution No. 10499 dated 19 February 2019 entitled Guidelines for Accreditation of Filipino Community, Non-Governmental Organization (NGO), or Civil Society Organization as Partners of the Commission on Elections in Connection with the Conduct of Overseas Voting Under Republic Act No. 9189, otherwise known as The Overseas Voting Act of 2003 as Amended by Republict Act No. 10590 for purposes of the May 13, 2019 National and Local Elections.

Duly accredited Filipino Community groups, NGOs or CSOs will be partners of the Philippine Embassy in voter education, information campaign, and other voting related activities.They shall be strictly non-partisan and impartial during the voting period.

Interested parties requesting for accreditation need to submit personally to the Philippine Embassy the following:

• Duly-accomplished Accreditation Application Form;
• List of Officers and Members including their addresses and contact numbers; and
• Photocopies of Valid IDs of Officers and Members.

The period for filing applications for accreditation shall be from 15 February 2019 to 31 March 2019. Applications filed after the last day for filing shall not be entertained.

Accredited FilComs, NGOs, and CSOs shall be issued Certificates of Accreditation and IDs duly signed by the Head of Post, to be distributed on 08 April 2019 onwards. Accreditation shall be strictly non-transferable. Any abuse thereof shall result in revocation of accreditation.

COMELEC Resolution No. 10499 outlining the guidelines and other information on the accreditation as well as application forms may be downloaded from the the websites of the COMELEC (www.comelec.gov.ph) and the Department of Foreign Affairs (www.dfa-oavs.gov.ph).

LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS

The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026. This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.  The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:
