ADVISORY ON RESUMPTION OF OVERSEAS VOTER REGISTRATION


The Philippine Embassy informs the public that, under Commission on Elections (COMELEC) Resolution No. 10833, the conduct of the Continuing Overseas Voter Registration will resume from 09 December 2022 until 30 September 2024.

The Philippine Embassy will accept registration applications on 09 December 2022, Friday, the first day of the registration period, and thereafter during regular Embassy operations from Sundays to Thursdays, 09:30 A.M. to 4:30 P.M.



All applicants must accomplish the Overseas Voter Registration Form (OVF1) which can be found and downloaded from the COMELEC website https://comelec.gov.ph/php-tpls attachments/OverseasVoting/2023RegForms/AnnexA_OVF1.pdf and bring it to the Embassy (Room 102, 80 Hoenamu-ro, Yongsan-gu, Seoul 04346) with any of the following requirements: (1) valid Philippine Passport and a photocopy of the datapage; (2) Identification Certificate for dual citizenship and a photocopy thereof; or (3) Seafarer's Book and a photocopy of the datapage.

Filipinos in South Korea may apply for registration or certification; transfer of registration records; change of name due to marriage or court order or correction of entries in the Voter's Registration Record; reactivation; and change of address. Additional guidelines on these will be issued by the COMELEC in preparation for the resumption of overseas voting registration.

The Embassy encourages all citizens of the Philippines, who are abroad or will be abroad during the 30-day voting period from 13 April 2025 to 12 May 2025, at least 18 years of age on the day of the elections (12 May 2025), and not otherwise disqualified by law, to register as Overseas Voters in order to exercise their sacred right of suffrage and continue to contribute to nation-building. LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS

The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026. This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.  The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:
