PHILIPPINE EMBASSY SCHEDULE ON THE LAST DAY OF ELECTIONS, 13 MAY 2019 AND THE DAY AFTER ELECTIONS


The Philippine Embassy in Seoul wishes to inform the members of the Filipino community in South Korea that the Embassy will be implementing the following modified schedule for overseas voting and consular services on 13 May 2019, the last day of overseas voting, and on 14 May 2019:

• To give way to the last day of ballot feeding and in preparation for the canvassing of election returns later in the day, the Embassy will render consular services from 0900H to 1300H only.

• Overseas voting will start at 0830H and will close at exactly 1900H (1800H Philippine Time). Pursuant to Section 49 of COMELEC Resolution No. 10495, official ballots contained in the ballot envelopes received by the Embassy after 1900H of 13 May 2019 shall be considered as invalid and shall not be included in the counting of votes.

• Schedule of Ballot Feeding to Vote Counting Machine on 13 May 2019:

Ballots received from 10 to 12 May 2019: 09ooH
Ballots received from 0830H to 1200H on 13 May 2019: 1300H
Ballots received from 1200H to 1500H on 13 May 2019: 1600H
Ballots received from 1500H to 1900H on 13 May 2019: 1900H

• The Special Board of Canvassers of South Korea will convene at 1900H (1800H Philippine Time) at the Embassy to receive the election returns from the Special Board of Election Inspectors (SBEI) to immediately canvass those that have already been received. COMELEC-accredited watchers are welcome to observe the canvassing. Other interested parties are also welcome, provided that the Embassy is informed in advance of their intent to observe the canvassing. Interested parties may email their complete name with passport copy to ovformailng@philembassy-seoul.com.

The Embassy reserves the right to limit the number of observers based on the space available.

LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS

The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026. This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.  The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:
