SUSPENSION OF ACCEPTANCE AND PROCESSING OF NEW APPLICATIONS FOR OVERSEAS EMPLOYMENT CERTIFICATE (OEC)


A D V I S O R Y

TO ALL CONCERNED: Pursuant to Department Order # 185, Series of 2017 dated 9 November 2017 issued by Secretary Silvestre H. Bello, III, the acceptance and processing of NEW applications for Overseas Employment Certificate (OEC) for LAND-BASED Overseas Filipino Workers (OFWs) are suspended from 13 November to 1 December 2017 subject to extension as warranted. Applicants with work visas issued as of 5:00 pm on 12 November 2017 are not covered by the suspension provided: 1. Original visas or stamped passport clearly shows the date of visa issuance; and 2. Visa is translated in English with the official receipt of translation. Exemptions to the suspension are the following: 1. Workers hired by international organizations and members of the diplomatic corps; 2. Government hired workers; and 3. Returning workers or Balik-Manggagawa While the Philippine Overseas Labor Offices (POLOs) are not barred from verifying Employment documents during the pendency of the suspension, considering the time limit of visas, and the possibility of extension of the suspension, employers are advised to wait for the lifting of the suspension. LAUNCH OF FULLY DIGITAL APOSTILLE FOR PSA E-CERTIFICATES AND CHED E-CAVS

The Philippine Embassy in Seoul informs the public of the Official Launch of the Fully Digital Apostille (eApostille) for Philippine Statistics Authority electronic Certificates (PSA eCertificates) and Commission on Higher Education electronic Certification, Authentication, and Verification (CHED eCAVs) at the Department of Foreign Affairs in Manila, Philippines, on 16 March 2026. This initiative is part of the Philippines’ continuing implementation of the electronic Apostille Program (e-APP) of the HCCH aimed at facilitating the secure electronic issuance and verification of Apostilles and promoting the efficient cross-border use of public documents among Contracting Parties to the Apostille Convention.  The following arrangements for the issuance of Apostilles for PSA eCertificates, covering civil registry documents, and CHED eCAVs, covering academic documents, were implemented starting 16 March 2026:

The Philippine Embassy in Seoul joins the celebration on the Protection and Gender-Fair Treatment of the Girl Child Week, or “Girl Child Week” from 22-28 March 2026. In accordance with Proclamation No. 759, March 6, 1996, the fourth week of March is celebrated as “Protection and Gender-Fair Treatment of the Girl Child Week”.  The observance also complements the annual National Women’s Month Celebration every March.
