PH EMBASSY WITH COMMISSION ON FILIPINOS OVERSEAS SIGNS MOU ON COOPERATION AND MEET WITH MIGRANT CENTERS AND FILIPINO COMMUNITY IN SOUTH KOREA

1 August 2023, Seoul. The Philippine Embassy in Korea and the Commission on Filipinos Overseas (CFO) signed a milestone Memorandum of Understanding on cooperation on 27 August 2023 at the Embassy's Sentro Rizal Hall. The MOU allows for greater cooperation intended to prevent, mitigate, and help facilitate timely intervention for the resolution of cases or incidents of abuse and exploitation of Filipino marriage migrants in South Korea, enhance existing orientation programs, and promote services available to them in Korea and the Philippines.

In her remarks, Ambassador Dizon-De Vega emphasized that the MOU marks closer cooperation between the Embassy and the CFO in undertaking activities that would safeguard the rights and interests of marriage migrants in ROK. In particular, the mutual participation and support of both parties in the Pre-Departure Orientation Seminar (PDOS) and Post-Arrival Orientation Seminar (PAOS) are meant to ensure that Filipino marriage migrants are able to adapt to a different culture and know what to do in case of distress. Meanwhile, the CFO Chairperson, Secretary Romulo V. Arugay, said that this first MOU signed by the CFO with an Embassy manifests the CFO's commitment to protect marriage migrants and promote unity among Filipino communities all over the world.

Earlier on August 25, the Embassy and the CFO delegation met with the officers of the NamSeoul Center for Migrant Women & Children in Crisis and received an orientation on the role of migrant centers all over ROK in implementing the "Act on the Prevention of Domestic Violence and Protection of Victims." The Center, which opened on 19 April 2021, offers counseling and legal services to aid foreign women who are victims of domestic violence and other forms of abuse. In addition, the Embassy and the CFO Delegation visited a nearby privately-run shelter which is assisting marriage migrants including Filipinos. The Philippine Government delegation provided welfare assistance in the form of household and food items for the wards of the shelter.

On August 26 and 27, the Embassy with the CFO delegation conducted town halls with the United Filipinos in Korea (UFILKOR) and the larger Filipino community in South Korea.

In keeping with the mandate of the signed MOU, the Embassy is expected to hold its first Post-Arrival Orientation Seminar for recently arrived marriage migrants in South Korea in November 2023, in time for the United Nations' International Day for the Elimination of Violence against Women. PHILIPPINE EMBASSY IN SEOUL JOINS 44TH INTERNATIONAL CUSTOMS DAY

The event underscored the vital role of customs in securing and facilitating global trade—a field of growing cooperation between the Philippines and the Republic of Korea. In his address, Commissioner Lee highlighted that modern customs go beyond processing goods, serving as a critical function for trade facilitation, supply chain security, and public safety. He also noted KCS’s use of artificial intelligence and digital technologies to improve efficiency, inspections, and risk response. These initiatives align with the Philippines’ customs reform efforts and ongoing collaboration with the KCS, including information exchange, capacity-building, and technical cooperation to strengthen enforcement, risk management, and trade facilitation. PHILIPPINE EMBASSY IN SEOUL EXPLORES COLLABORATION WITH EAAFP ON MIGRATORY BIRD CONSERVATION

25 January 2026, Seoul. Philippine Ambassador to the Republic of Korea, H.E. Bernadette Therese C. Fernandez and the Embassy’s Political and Economic Section met with Ms. Jennifer George, Chief Executive of the East Asian-Australasian Flyway Partnership (EAAFP) Secretariat on 21 January 2026. Ms. George was accompanied by Ms. Jisun Lee, Foundation Officer and Ms. Kyle Esperanza Zuleta, Program Officer of EAAFP.Ambassador Fernandez highlighted the strong complementarities between the conservation of migratory birds and the promotion of sustainable tourism, noting that many key bird migration areas in the Philippines overlap with the country’s prime tourism destinations. Advancing regional cooperation for migratory bird protection would likewise help raise awareness of the Philippines’ wetlands and coastal ecosystems. The Ambassador further emphasized the importance of integrating tourism and cultural dimensions into this undertaking, citing Philippine dances inspired by bird movements as expressions of the country’s deep cultural connection to nature.Ms. George conveyed that the EAAFP is an active partnership of 22 countries and 18 partners working together to conserve migratory waterbirds, their habitat and the livelihoods of people who depend on them.  Building on the success of the EAAFP’s 12th Meeting of Partners (MOP12) in Cebu City, Philippines from 14 to 18 November 2025, EAAFP and Embassy officials had a productive discussion on further exploring areas of collaboration on conservation of migratory waterbirds and their habitat.  The Philippines remains an important flyway for migratory birds with seven (7) designated Flyway Site Networks in the country, including the Olango Island Wildlife Sanctuary, Naujan Lake National Park, Tubbataha Reefs Natural Park, Negros Occidental Coastal Wetlands Conservation Area, Lake Mainit, Agusan Marsh Wildlife Sanctuary and Sibugay Wetland Nature Reserve.
