ACCEPTANCE AND VALIDATION OF DIGITAL PHILIPPINE STATISTICS AUTHORITY E-CERTIFICATE APPLICATIONS


The Philippine Embassy in Seoul informs the public that the Philippine Statistics Authority (PSA) launched its digital PSA certificates, also known as E-Certificates, as part of its continuing efforts toward digital transformation, enhanced data privacy and security, and the promotion of convenient access to vital civil registry documents. These E-certificates currently cover civil registry documents on Birth, Marriage, Death, Certificates of No Marriage Record (CENOMAR) and Advisory on Marriages, and Certificates of No Death Record and Advisory on Death. 

The E-Certificates may be applied through https://psahelpline.ph and will be accepted, in phases, by all Philippine Foreign Service Posts for passport application purposes instead of the previous PSA certificates printed on security paper. 

Effective 4 May 2026, only E-Certificates involving the registration of vital events will be accepted, namely: civil registry documents on Birth, Marriage, and Death. The other civil registry documents on CENOMAR and Advisory on Marriages and Certificates of No Death Record and Advisory on Death shall continue to be accepted only on PSA security paper until further notice.  

For proper verification and validation, applicants submitting E-certificates must provide a clear printed copy of these documents. The Authorization Code appearing on the printed copy of the E-Certificate cover page must be clear, complete, and legible to facilitate the verification process. Only printed copies of the E-certificates that are successfully verified at https://e-cert.psahelpline.ph/verify shall be accepted for processing.

Applicants are encouraged to familiarize themselves with the PSA e-Certificate verification procedures. Please refer to the QR Code verification guide and the official verification links provided below. 

Any E-Certificates found to be fraudulent, altered, tampered, or otherwise inconsistent with official PSA records shall not be accepted and may be confiscated and referred to the appropriate authorities for further investigation and possible legal action. Applicants must submit only authentic PSA-issued documents and ensure that all information provided in support of their application is accurate, complete, and verifiable.
