ADVISORY ON THE GUIDELINES FOR VISA-FREE ENTRY OF FILIPINO NATIONALS, FORMER FILPINOS AND MEMBERS OF THEIR FAMILY UNDER THE BALIKBAYAN PROGRAM


The Philippine Embassy in Seoul wishes to inform the public of the following guidelines by the Bureau of Immigration regarding the visa-free entry of former Filipinos and members of their family:

1. Starting 07 December 2020, the following may be allowed entry privileges to the Philippines under Republic Act No. 6788 or the "Act Instituting the Balikbayan Program:"

a. Filipino citizens and their foreign spouses and children, regardless of age, who are traveling with them; and
b. Former Filipino citizens and their foreign spouses and children, regardless of age, who are traveling with them.

Note: The Filipino or former Filipino should be traveling together with the spouse or children; otherwise, the latter will be denied entry. Parents, grandparents, grandchildren, and in-laws are not eligible under the Balikbayan privilege.

2. They shall be admitted under R.A. No. 6788 with one year validity of stay from the date of arrival.

3. Airlines may also require the following documentary requirements from Balikbayan passengers prior to boarding:

a. Foreign spouses:
- Copy of Marriage Certificate issued by the PSA; and
- Previous immigration arrival stamp with Balikbayan status (BB/RA 6768).

b. Dependents/children:
- Copy of the Birth Certificate indicating that either or both parents are Filipino nationals;
- Copy of previously issued or expired PH passport;
- Previous immigration arrival stamp with Balikbayan status (BB/RA 6768); and
- Original or certified true copy of the Decree of Adoption (for legally adoptive children).

c. Former Filipinos:
- Copy of previously issued or expired PH passport;
- Copy of Birth Certificate issued by the PSA;
- Previous immigration arrival stamp with Balikbayan status (BB/RA 6768); and
- If name in the passport is different from the Birth Certificate (e.g., Korean name in the passport for naturalized citizens), a copy of the Detailed Basic Certificate (kibun jungmyeongso-sangse) and Detailed Family Relations Certificate (kajok gwangge jungmyeongso-sangse).
