Invitation for Negotiated Procurement Due to Two-Failed Biddings


Procurement of Embassy Office Products and Materials

1. Philippine Embassy Seoul, through the funds under the General Appropriations Act (GAA) intends to apply the sum of US$25,000.00 (approximately Php1,300,000.00 or KRW29,000,000.00), being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Office Products and Materials.



2. The Philippine Embassy, through its Bids and Awards Committee (BAC), now invites technically, legally and financially capable suppliers for the mentioned goods and services.

3. The procurement procedure for this procurement project is Negotiated Procurement due to two (2) failed biddings pursuant to Section 53.1 of the Revised Implementing Rules and Regulations (IRR) of the Republic Act No. 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act", including Annex "H" thereof.

The BAC will engage in negotiations with a sufficient number of suppliers to ensure effective competition. The selection of the successful offer shall be based on the best and final offer that will be submitted on a specified date, which could meet the Philippine Embassy's minimum technical specifications.

4. Interested Bidders may obtain further information from the BAC Secretariat at the address given below from Sunday to Thursday at 9:00 am to 5:00 pm.

The complete set of Negotiation Documents may be obtained from the BAC Secretariat, look for Ms. Maricor E. Jesalva, 3rd Floor, 80 Hoenamu-ro, Yongsan-gu, Seoul 04346. You may also call the BAC Secretariat at telephone no. 02-796-7387 (ext. 311).

Bids shall be submitted in sealed envelopes, labelled as "Negotiated Documents", with the title of the procurement project, name of the Bidder, address of the Bidder and contact details of the Bidder, addressed to the undersigned.

6. Philippine Embassy Seoul reserves the right to reject any and all bids, declare a failure of bidding or not reward the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its Revised IRR, without thereby incurring any liability to the affected Bidder or Bidders.
