Philippine Embassy Empowers Filipino Community Leaders in South Korea

08-09 November 2025, Daejeon, Republic of Korea - The Philippine Embassy in Seoul successfully conducted the 3rd Filipino Community Leaders’ Camp on 8–9 November 2025 at the National Center for Forest Education, Daejeon, South Korea. With the theme “Empowering Leaders: Updates, Services, and Security for the Filipino Community in South Korea,” the two-day event brought together 65 Filipino community leaders from across the country to strengthen unity, leadership, and collaboration within the Filipino community.

The annual camp serves as a platform for the Embassy to update community leaders on its various programs, services, and security preparedness measures, while fostering cooperation among Filipino organizations. By holding its third iteration, the Embassy reaffirms the vital role that community leaders play as partners in delivering consular services, promoting contingency awareness, and safeguarding the welfare of Filipinos in South Korea.

Ambassador Bernadette Therese C. Fernandez warmly welcomed the participants, commending their unwavering dedication to serving their fellow Filipinos. She emphasized the importance of keeping community leaders regularly informed of Embassy programs and services to ensure the accurate and timely dissemination of information to their members. The Ambassador also reaffirmed her commitment to further improving the accessibility and responsiveness of Embassy services for Filipinos throughout South Korea.

During the first day, the Embassy presented comprehensive updates on its consular, labor, welfare, and social services, as well as on current security and contingency measures. Participants were briefed on consular services, including civil registration, legalization of documents, dual citizenship and passport services. The Assistance-to-Nationals (ATN) section reaffirmed the Embassy’s commitment to serving Filipinos in distress with efficiency and compassion.

An important announcement was also made regarding the upcoming establishment of the Philippine Consulate in Busan. The Embassy clarified that once operational, consular documents issued in both Seoul and Busan will remain mutually valid, ensuring consistency and legal continuity across South Korea.

Attached agencies also provided updates on their programs and services. The Migrant Workers Office (MWO) presented its initiatives under the Aksyon Fund for distressed workers, while the Overseas Workers Welfare Administration (OWWA) highlighted its welfare and education programs. The Social Security System (SSS), the Embassy’s newest attached agency, introduced the benefits of the Philippines–Korea Social Security Agreement, which ensures social protection for nationals of both countries. The SSS representative clarified that pension coverage of Filipino workers in Korea remains under the Korea National Pension Service (NPS), reinforcing the cooperation between both countries’ social protection systems without transferring existing benefits.

The Pag-IBIG Fund meanwhile, discussed its savings and investment programs, emphasizing opportunities for financial security and long-term stability for overseas Filipinos.

Mr. An Sung-pil, Foreign Affairs Liaison Officer of the Seoul Metropolitan Police for Foreigners, provided valuable insights into common police concerns affecting foreigners in South Korea. He assured participants that all individuals, regardless of immigration status, are entitled to protection under the Korean National Police Agency. His presentation also focused on preventing crimes such as voice phishing and illegal gambling.

Security briefings included updates on regional safety concerns and the Embassy’s contingency plan, which divides South Korea into four quadrants to ensure faster coordination during emergencies. Participants also engaged in a practical exercise on emergency evacuation planning.

The first day concluded with team-building activities at the National Center for Forest Education, where participants walked along forest trails, fostering mindfulness, camaraderie, and appreciation of nature. The day ended with a fellowship night and Christmas carol contest that celebrated the warmth and nostalgia of the Filipino Christmas spirit.

The second day featured a Leadership Development Seminar led by Mr. Ralph Jacinto Quiblat, Director of Design and Innovation for Strategic Content for Higher Education at the Ateneo de Manila University. His session, “Lead, Inspire, Transform,” equipped participants with practical tools for leadership, emphasizing self-awareness, integrity, collaboration, and continuous improvement as essential traits of effective and transformative leaders.

At the close of the camp, participants signed the Daejeon Commitment, a pledge reaffirming their role as active partners of the Philippine Embassy and their responsibility to share the knowledge gained from the seminar with their respective communities. The commitment emphasized service, compassion, honesty, and the promotion of Filipino values among overseas Filipinos.

In the same spirit, the leaders also signed the “Pahayag ng Pagkakaisa ng Filcom Leaders sa Korea,” a manifesto of unity and renewed cooperation. It recognized the diversity of the Filipino community while underscoring a shared commitment to dialogue, respect, and collective action for the common good. 

The 3rd Filipino Community Leaders’ Camp concluded with a strengthened sense of solidarity among Filipino leaders in South Korea. The Embassy reiterated its dedication to supporting and empowering Filipinos across the country through regular engagement, leadership development, and security preparedness.

Through this event, the Philippine Embassy in Seoul continues to build a stronger, more united, and resilient Filipino community, one that upholds compassion, integrity, and a shared sense of nationhood while living and working in the Republic of Korea. END
